데이터센터를 지으려면 전기부터 확보해야 합니다. 한전이 그만큼을 공급할 수 있는지, 그리고 그 자리에 지어도 되는지를 함께 심사하는 것이 전력계통영향평가입니다. 업계에서는 줄여서 전평이라고 부릅니다.
점수 전에 관문이 하나 있습니다
「전력공급 가능 여부」를 먼저 봅니다. 여기서 불가가 나오면 점수를 매기지도 않습니다. 평가가 시작되지도 않는다는 뜻입니다.

Power grid impact assessment (Korea)
A Korean regulatory step, not an international standard. Large electricity consumers, data centres among them, must undergo a power grid impact assessment before a supply contract proceeds.
English-language legal commentary describes the assessment as considering availability of supply in the connecting area, local community acceptance, regional development status, and the capacity to maintain proper voltage levels.
The screening question comes before the score: if the grid cannot supply the requested capacity, the application does not reach scoring.
Scoring is split across technical, non-technical and policy criteria, and the reviewing bodies differ by criterion. KEPCO assesses grid headroom, overload increase and voltage maintenance — items an applicant cannot change once the site is chosen.
The practical consequence is that site selection fixes a large part of the outcome before any application is filed.
